戴启秀，女，留德硕士，上海外国语大学国际关系与外交事务研究院研究员，现任教育部国际司区域与国别研究培育基地之一,上海外国语大学欧盟研究中心研究员。学术兼职：《德国研究》杂志副主编。中国欧洲学会德国研究会、中国欧盟研究会、上海欧洲学会、上海国际关系学会理事。2001年以来任硕士研究生导师。开设研究生课程：近代国际关系史、国际关系史专题、欧洲国家政治与外交。
近10年来独立完成省部级以上项目4项；参与完成项目6项：独立承担并完成的国家和省部级项目有4项：“欧盟市场一体化的经济立法”、“欧盟对外贸易法同WTO法规的对接”、“欧盟对华反倾销案例研究”、“德国东部经济转轨后的问题研究”。参与省部级项目有3项：外交部委托课题（题目保密）；“国外环保研究-德国”和“国际文化战略研究”。承担校级重大课题子项目3项：“大国国际制度比较与国际体系变迁研究”（德国部分）；“文化视角下的欧盟成员国研究：德国”；欧盟成员国德国对非洲关系研究。
主要科研成果：学术著作3部：）参编著作4部：发表学术论文55篇。

DAI Qixiu is a female professor and senior research fellow of the School of International & Diplomatic Affairs, Shanghai International Studies University (SIDA, SISU). She earned a BA from the Shanghai International Studies University in 1978, and obtained a Master`s degree from the University of Bayreuth in Germany in 1996. Currently she works as the Executive Deputy Dean of the Center for EU Studies, Shanghai International Studies University, which is one of the key research bases on the breeding stage for regional & foreign country studies under the patron of the Department of International Cooperation & Exchanges, the Ministry of Education of China. She also holds some concurrent academic posts, including: Deputy Editor-in-Chief of the Deutschland-Studien, member of the Institute for German Studies and the Chinese Institute for EU Studies, of the Chinese Association for European Studies (CAES), councilor of the Shanghai Institute for European Studies (SIES), and fellow member of the Shanghai Society of International Relations (SSIR). Since 2001 she has been working as an academic advisor to postgraduates for master's degree, lecturing and operating the postgraduate courses of Early Modern History of International Relations, Studies of Specific Themes of the History of International Relations, and Politics and Foreign Relations of European Countries.
In the past ten years she has independently completed 4 research programs of national and provincial level, namely: the Economic Legislation for the Market Integration of the European Union; the Integration of EU's Foreign Trade Law with WTO's Laws, the Studies of EU's Anti-Dumping Cases against China, and the Studies of the Problems concerning East German Economic Transformation. At the same time, she has also participated into the research work of 3 provincial level research programs: one confidential topic research entrusted by the Foreign Ministry of China, Studies on German Environmental Protection, and Studies on International Cultural Strategy. She is now in charge of three sub-programs of the university-level topic research, namely: Studies on the Comparison of Big Powers' International Regimes and the Transformations of International Systems (the Part of Germany), Studies of the Member States of the European Union from the Cultural Perspective: Germany, and the Studies on Germany's Relations with Africa as a Member State of the EU.

She has authored 3 monographs, co-authored 4 monographs, and published 55 academic papers or dissertations.
